President Volodymyr Zelenskiy said on Sunday that a key U.S. document outlining security guarantees for Ukraine is fully finalized and ready to be signed, marking a potentially significant step
in Washington’s long-term commitment to Kyiv as diplomatic efforts to end the war continue.
Speaking at a news conference during an official visit to Vilnius, Lithuania, Zelenskiy said Ukraine is waiting for its U.S. partners to confirm the date and location for the signing of the agreement.
“For us, security guarantees are first and foremost guarantees of security from the United States,” Zelenskiy said. “The document is 100% ready, and we are waiting for our partners to confirm the time and place when we will sign it.”
According to Zelenskiy, once signed, the document will be submitted for ratification to both the U.S. Congress and Ukraine’s parliament, indicating the agreement is intended to have formal legal and political weight rather than serving as a symbolic declaration.
The announcement comes after Ukrainian and Russian negotiators held their first trilateral talks involving U.S. mediators on Friday and Saturday in Abu Dhabi. The discussions focused on a U.S.-proposed framework aimed at ending the nearly four-year-old war triggered by Russia’s full-scale invasion of Ukraine. No agreement was reached, but both sides expressed openness to continuing negotiations.
A U.S. official said further talks are expected next Sunday in Abu Dhabi.
Zelenskiy said the discussions are centered on a 20-point U.S. peace plan and acknowledged that while significant disagreements remain, some progress has been made.
“There were many problematic issues, but now there are fewer,” he said.
However, Zelenskiy made clear that Ukraine’s core position has not changed. He accused Moscow of seeking to pressure Kyiv into relinquishing eastern regions that Russian forces have been unable to fully capture since the invasion began.
“Ukraine has not and will not abandon its territorial integrity,” Zelenskiy said, underscoring what he described as a firm red line in any negotiations with Moscow.
