Britain has proposed creating a single market for goods with the European Union as part of a broader effort to rebuild post-Brexit ties, according to British media reports, though the idea has

reportedly met resistance in Brussels.

The proposal, described by 'The Guardian' and the BBC, would represent one of the most ambitious attempts yet by Prime Minister Keir Starmer’s government to ease trade barriers with the bloc while stopping short of rejoining the EU.

Reports said EU officials instead suggested Britain consider joining a customs union or pursuing closer economic integration through the European Economic Area — options that would likely require the UK to accept freedom of movement for workers, a position Starmer has repeatedly ruled out.

British officials, however, insisted the concept of a goods-only single market had not been formally dismissed and remained among several possibilities ahead of an EU-UK summit expected in July.

A spokesperson for the Cabinet Office said negotiations were underway on “an ambitious package of measures,” including agreements covering food and drink trade standards as well as emissions trading cooperation. The government declined to comment directly on the media reports.

Starmer’s Labour government has increasingly acknowledged the economic strain linked to Brexit, particularly on trade and investment. In March, Finance Minister Rachel Reeves signaled Britain was prepared to align with many EU business regulations to reduce friction for exporters.

Britain formally left the European Union following the 2016 referendum, but debate over the country’s long-term relationship with the bloc continues to shape domestic politics.

Political pressure on Starmer has intensified after disappointing local and regional election results raised questions about his authority within the party. At the same time, divisions are emerging over Britain’s future European strategy.

Former health minister Wes Streeting, viewed as a potential leadership rival, recently argued that Britain should eventually seek to rejoin the EU.
