
The Government has today announced a sweeping legislative agenda for the second session of Parliament, focused on bolstering national security, revitalizing public services, and ending the
"opportunity crisis" that has held the UK back for a generation.
The King’s Speech is expected to unveil over 35 bills and draft bills designed to pivot the nation away from the "status quo" and toward a resilient, fairer future.
A vision for national resilience
Building on the 50 bills passed in the previous session—including the landmark Great British Energy Act and the Employment Rights Act—this new programme shifts the focus toward long-term stability in an increasingly volatile global landscape.
Prime Minister Sir Keir Starmer stated:
“The British people expect the Government to get on with the job of changing our country for the better. Britain stands at a pivotal moment: we must press ahead with a plan to build a stronger, fairer country or risk falling back into the chaos and instability of the past. My government will deliver on the promise of change.”
Key pillars of the new legislative agenda
- Economic and Energy Security
To protect the UK from global shocks and the "fossil fuel rollercoaster," the Government will introduce:
The Energy Independence Bill: Empowering the state to accelerate clean energy delivery and modernize vital grid infrastructure.
EU Trade & Investment Reform: New laws to deepen the UK-EU relationship, lowering the cost of living and expanding opportunities for young professionals.
Small Business & Innovation Protections: Reforms to regulation designed to spark private investment and grant businesses the confidence to scale.
Nationalizing British Steel: Providing the Government with the legal framework to take British Steel into public ownership if necessary to protect national industrial capacity.
- Restoring Order and Safety
The Government is moving to reclaim control over the UK’s borders and digital landscape:
Immigration Reform: New legislation to deliver a firm, fair system that restores public trust in border control.
Modern Security Threats: Expanded powers to counter cyber-attacks, state threats, and the online distribution of extreme content.
- Ending the "Opportunity Crisis"
At the heart of the agenda is a commitment to the next generation and homeowners:
Education Transformation: Landmark reforms to ensure inclusive, high-quality mainstream education, ending the "battle" parents currently face for child support.
Leasehold Abolition: Delivering on the manifesto promise to scrap the outdated leasehold system, giving homeowners full control over their properties.
- Reforming the State and Public Services
The Government is moving from "neglect to action" regarding the NHS and social infrastructure:
NHS Bureaucracy Bill: A new mandate to strip back administrative red tape, prioritize early intervention, and improve patient care outcomes.
Social Housing Protection: Measures to safeguard social housing stock and provide enhanced security for domestic abuse survivors.
A record of delivery
This ambitious session follows a year of rapid progress. The Government has already implemented free breakfast clubs, frozen rail fares, and invested £2.5 billion in a youth employment package aimed at supporting nearly one million young people.
