A revolutionary digital marketplace is being developed to transform how the UK public sector purchases technology — with the potential to save taxpayers up to £1.2 billion each year.

The National Digital Exchange (NDX) will serve as a central platform for public sector organisations to find, compare, and purchase pre-approved digital tools quickly and efficiently. By streamlining procurement and introducing supplier reviews, the platform aims to eliminate waste, speed up decision-making, and empower civil servants to choose smarter, better-value technology.

Currently in early development, the NDX supports the government’s broader Plan for Change, targeting £1.2 billion in yearly savings from the £26 billion public sector tech spend. It will also aim to increase small business participation in government contracts by 40% within three years.

Key features of the platform include:

User Ratings and Reviews: Public sector teams will be able to rate and review tech products, helping others avoid poor performers and make informed decisions — similar to how consumers use app stores.

AI-Powered Matching: An intelligent engine will pair buyers with the most suitable suppliers and deals in hours, not months.

Nationally Negotiated Prices: By accessing centrally agreed pricing, departments can avoid fragmented and inefficient procurement practices.

The need for a more unified system was highlighted in the recent State of Digital Government report, which found that many NHS trusts and local councils negotiate tech contracts independently despite relying on similar services. Only 28% of public sector leaders currently track whether suppliers deliver good value.

The NDX aims to correct this by increasing transparency and accountability, making it easier for officials to identify which technologies work — and which don’t.

Speaking ahead of London Tech Week, Minister for AI and Digital Government Feryal Clark said:

 

“We’ve all heard the stories - months of red tape, tech that doesn’t deliver, and money wasted. That’s not good enough for the people we serve.

The National Digital Exchange aims to change that. It will make it faster, fairer, and focused on what works - with real reviews, upfront pricing and smart AI to match buyers with the right suppliers in hours.

It’s a clear example of our Plan for Change in action: cutting waste, boosting innovation, and backing British tech to deliver better public services”.

Developed under updated Procurement Regulations, the NDX is also supported by a new Digital Playbook to help guide tech-buying decisions across government — with an emphasis on long-term impact and social value.

The launch aligns with the government's efforts to test new funding models for AI and digital innovation, encouraging a start-up mindset in public service transformation. DSIT is also partnering with industry groups like TechUK to ensure the platform meets the needs of both buyers and suppliers.
