The UK and France are jointly consulting on the growing threat posed by the proliferation and irresponsible use of commercial cyber intrusion capabilities.
This consultation is part of the Pall Mall Process, an international and multi-stakeholder initiative aimed at developing collaborative solutions to tackle this shared challenge.
In February 2024, the governments of the UK and France, along with a coalition of states, businesses, and civil society organizations, convened to address this pressing issue. The outcome was the publication of the "Pall Mall Declaration," also available in French as the "Processus de Pall Mall."
The consultation seeks input from various stakeholders on best practices related to commercial cyber intrusion capabilities (CCICs). Contributions are welcome from three key groups:
States: As regulators and potential buyers within the CCIC market.
Industry Organizations: Those engaged in the CCIC market and its associated value chain.
Civil Society, Experts, and Threat Researchers: Individuals with expertise in understanding the threats posed by the CCIC market and potential responses.
The consultation will remain open until 11 October 2024. All stakeholders are encouraged to participate and share their insights.
