Victims and survivors of terrorism will soon have access to enhanced, round-the-clock support through a new dedicated support hub, as the government launches a commercial competition

to establish the service.

Part of the government’s Plan for Change, the hub will offer specialist, trauma-informed care to help victims in both the immediate aftermath and long-term recovery following a terrorist attack.

Backed by Pool Re—a key partner in the government’s CONTEST strategy and the Counter Terrorism Alliance—the initiative reflects a shared commitment to supporting those impacted by terrorism. Pool Re is providing vital funding to help bring the hub to life.

Security Minister Dan Jarvis said:

“The repercussions of a terrorist attack are catastrophic. Victims and survivors require dedicated care to help rebuild their lives.

This new hub will give victims the comprehensive support they need, and I thank Pool Re for being a crucial partner in delivering this”.

The hub is part of a broader package of reforms shaped by direct engagement with victims and international best practices. In March, the government also launched a consultation on creating a National Day for Victims and Survivors of Terrorism. The consultation closed on 11 June, with results to be published soon.

The Home Office’s Victims of Terrorism Unit will continue working with stakeholders to ensure effective delivery and support for those affected—whether the attack occurred in the UK or abroad.
