Britain’s biggest pension providers are joining forces to create a new £1bn investment fund aimed at helping fast-growing science and technology companies expand, commercialise new

ideas and create skilled jobs.

A consortium of major pension investors announced on Monday that it was exploring the creation of the UK Scale-up Fund, a vehicle designed to channel long-term pension capital into some of the country’s most promising innovative businesses.

The fund would focus on high-growth companies developing new technologies, with the aim of helping them move beyond the start-up stage and compete on a global scale.

Government officials said the initiative could increase the amount of growth capital available to British companies while giving pension savers greater exposure to the returns generated by successful domestic businesses.

The proposed fund would invest in companies working across areas including science, engineering and technology, supporting firms seeking to commercialise breakthrough research and expand their operations.

The government said the scheme could strengthen the link between institutional investors and the entrepreneurs behind the next generation of British innovation.

The British Business Bank is working with the pension providers on the initiative and intends to invest alongside the consortium. The Office for Investment is also supporting discussions on the development of the fund.

Ministers said the project could help boost economic growth by enabling more British companies to scale domestically rather than seeking investment overseas.

The announcement comes as the UK government looks to encourage pension funds to invest more in domestic companies and infrastructure projects, arguing that greater access to long-term capital could support innovation and improve retirement outcomes.

The consortium said the final structure and size of the fund would be developed as discussions continue, but its ambition is to create a vehicle capable of investing more than £1bn into Britain’s future technology leaders.

That means more opportunities for working people, stronger returns for savers, and more businesses choosing to start, grow and stay in Britain”.

Business, Innovation, Science and Trade Secretary Jonathan Reynolds said:

Chancellor of the Exchequer John Healey said:

“We create great companies in Britain but don’t do enough to grow them with British capital and keep profits in the UK. I want the UK to become the best place in the world both to start and scale a business, with investment, jobs and skills in every region.  

We have the third largest Venture Capital market in the world and this new £1 billion fund will mean more British money to back British scale-ups and better returns for pension savers”.
