
Britain and India are stepping up cooperation between their telecommunications sectors to combat the growing threat of online fraud, scams and other digital harms, with artificial
intelligence expected to play a central role in strengthening network security.
The new partnership was formalised on 14 September through a Memorandum of Understanding (MoU) between the UK government and the Cellular Operators Association of India (COAI). The agreement establishes a framework for closer cooperation, allowing experts and industry leaders in both countries to exchange expertise, share best practices and develop joint approaches to emerging digital fraud threats.
The initiative comes as telecommunications networks become increasingly sophisticated and AI-driven. Both countries see advanced technologies as an important tool for identifying suspicious activity, protecting consumers and making communications infrastructure more resilient against increasingly organised forms of cyber-enabled fraud.
Under the agreement, British and Indian telecommunications specialists will collaborate on issues affecting the security of digital networks in both countries. The partnership will promote the exchange of technical knowledge and practical experience, while encouraging greater engagement between governments and industry on the rapidly changing fraud landscape.
The UK and India argue that the private sector must be an integral part of efforts to tackle digital crime. Fraud networks increasingly operate across jurisdictions, exploiting international communications systems and digital platforms to target individuals, businesses and public institutions.
Ben Mellor, Acting British High Commissioner to India, said technological change was reshaping both the design and security of communications networks, making cooperation between governments and industry increasingly important.
He said the agreement demonstrated a shared British and Indian determination to confront new security challenges arising at the intersection of telecommunications, artificial intelligence and digital services.
The new cooperation also supports the objectives of the Technology Security Initiative (TSI) and UK-India Vision 2035, which aim to ensure that advances in technologies such as AI contribute to secure and trusted digital infrastructure.
The scale of the challenge is increasingly international. More than two-thirds of fraud cases in the UK are estimated to have an international dimension, highlighting the extent to which criminal networks operate across borders and use global communications infrastructure to facilitate their activities.
The UK and India believe their cooperation could therefore have implications beyond their own markets. Through the TSI framework, the two countries intend to work together on the development and responsible adoption of advanced communications and AI technologies, with a focus on making digital networks safer and more resilient worldwide.
Lt. Gen. Dr. SP Kochhar, Director General of COAI, said India's next generation of connectivity would need to combine intelligence with security, resilience and consumer protection.
He said telecommunications networks were evolving beyond simply providing infrastructure for AI applications and would increasingly incorporate AI themselves to optimise network performance, improve services, strengthen security and identify emerging risks.
The agreement between COAI and the British High Commission, he added, underlined the importance of international partnerships in determining how the next generation of secure digital connectivity develops.
The UK-India initiative reflects a broader recognition that combating digital fraud cannot be achieved by governments or technology companies acting independently. Greater cooperation between regulators, telecom operators and technology specialists will be essential as criminals adopt increasingly sophisticated tools, including AI, to conduct fraud at scale.
