In a significant development, the United Kingdom and the United States have formalized a partnership aimed at enhancing the safety of artificial intelligence (AI).

Under a Memorandum of Understanding signed on Monday, April 1, 2024, both nations commit to collaborative efforts in developing robust testing methodologies for cutting-edge AI models.

This partnership brings together the UK and US AI Safety Institutes, fostering seamless cooperation on research, safety assessments, and guidance pertaining to AI safety. The Institutes will leverage shared resources, including information exchange, close coordination, and exchanges of expert personnel, to bolster their capabilities.

The MOU underscores the shared commitment of both governments to align their scientific approaches and expedite the development of comprehensive evaluation frameworks for AI models, systems, and agents. Emphasizing the urgency of addressing emerging risks associated with AI advancements, the agreement aims to ensure a cohesive approach to AI safety that keeps pace with technological developments.

Key objectives of the partnership include conducting joint testing exercises on publicly available AI models and leveraging collective expertise through personnel exchanges between the Institutes. Immediate implementation of the agreement underscores the imperative of proactive collaboration in addressing the evolving challenges posed by AI.

Michelle Donelan, UK Secretary of State for Science, Innovation, and Technology, hailed the partnership as a milestone in deepening the longstanding special relationship between the UK and the US. She underscored the global significance of AI safety and the imperative of concerted efforts to harness AI's potential while mitigating associated risks.

Similarly, Gina Raimondo, United States Secretary of Commerce, emphasized the transformative impact of AI and the need for proactive measures to address its implications for national security and society at large. The partnership, she noted, signals a proactive approach to AI safety, aimed at enhancing understanding, evaluation, and guidance for AI systems.

Recognizing the global nature of AI challenges, both countries pledged to share critical information on AI capabilities and risks, as well as conduct fundamental research on AI safety and security. By fostering international collaboration, the partnership seeks to establish a common foundation for AI safety testing, facilitating collaboration among researchers worldwide.
