The Metropolitan Police has unveiled a new data-driven initiative, the V100 scheme, which has resulted in the arrest of dozens of suspects responsible for severe harm to women in London.

Since its inception in August, the initiative has led to the apprehension of 60 suspects, employing data analytics akin to those used in counter-terrorism operations.

Commander Ben Russell, overseeing the initiative, emphasized its efficacy in identifying and prioritizing interventions against the most dangerous offenders. He highlighted the scheme's success in targeting individuals deemed to pose the greatest threat to women and girls, leveraging insights derived from police data and the Cambridge Crime Harm Index.

Russell reaffirmed the Met's commitment to apprehending predators and delivering justice, emphasizing the collaborative effort with other law enforcement agencies to disseminate insights garnered through the data-led approach.

The V100 scheme employs a highly precise methodology, utilizing victim reports of crime alongside the Cambridge Crime Harm Index to gauge the severity of harm inflicted. Professor Lawrence Sherman, the Met's chief scientific officer, elucidated on the approach, detailing how suspects are ranked based on the harm they pose, with priority given to those deemed most dangerous.

Illustrating the scheme's impact, the Met highlighted the case of Marcelino Goncalves, a 56-year-old from Acton, who was arrested and convicted under the V100 initiative. Goncalves, identified as a high-harm offender and prolific abuser, was found guilty of rape, assault, stalking, and coercive behavior. His arrest came after a member of the public witnessed him assaulting a woman, prompting the victim to disclose a history of abuse.

Despite continued harassment while on remand, Goncalves was successfully managed within the prison system, culminating in his conviction. His case exemplifies the effectiveness of the V100 scheme in targeting and bringing to justice individuals posing significant threats to society.

Of the 60 suspects arrested under the initiative, 24 have been convicted thus far. Goncalves is set to be sentenced on June 7 at Isleworth Crown Court, underscoring the tangible outcomes achieved through the Met's data-driven approach to law enforcement. Photo by Kevin.B, Wikimedia commons.
